What is an ATS? The Pipeline Test, from three tested tools

An applicant tracking system is the database a hiring team runs on. A tool only counts as one if it does four things: collect applications against a named job, keep a candidate record that persists, move that record through stages you control, and log who decided what. Small teams adopt one when applications start falling through the cracks.

We pulled the US desktop results for the two ways people phrase this question on 28 August 2026. Every guide on those first pages is published by a company that sells the software (SAP, Oracle, Paycom, Eploy), the job ads (Indeed, LinkedIn), a course about them (a university careers page, Coursera) or a directory of them, plus one Reddit thread.

This page is written from a different seat: we set the tools up and report what happened. An applicant tracking system (ATS) is the database a hiring team runs on: it collects applications against a job you have posted, keeps a record for every candidate, and moves those records through stages you control until someone is hired or rejected. We have set up and run three of them on our own accounts, Breezy HR on its free plan and Tellent and Manatal on trials, and the definition below is drawn from what they did there. It is our working definition rather than an industry standard, and where a tool does more than the definition, we say so.

The Pipeline Test: what makes a tool an ATS

“ATS” gets stuck on job boards, CV checkers, spreadsheets with a coat of paint, and HR suites with a hiring tab. In our book, a tool only earns the name if it does four things. We call it the Pipeline Test; it is our own yardstick, not an industry standard, and it is the shortest way we know to tell a real ATS from something adjacent.

Miss one and you have something else. A job board on its own does 1 and stops, unless you buy the light ATS some boards now bolt on. A CV checker does a fragment of 2 and sells it to candidates. A shared spreadsheet does 3 badly and 4 only if someone remembers to type it in. In Breezy HR, which we scored 9/10, all four are visible on one screen: the kanban board is the product, with candidates dragged through named stages (Applied, Feedback, Interviewing, Made Offer).

Around those four, most tools add more: scorecards, e-signatures for offer letters, job-board syndication, integrations with the rest of the HR stack. In the tools we ran, those come bundled with a paid tier rather than sitting in the core, and the core is what the test checks. The enterprise names you will hear, Workday Recruiting, Greenhouse, iCIMS and Lever, are ATS too; we have not run them, so they stay out of the examples below.

What an ATS actually does, from three accounts

Here is the same definition told through what happened when we ran these tools, with the tool named each time so you can check the claim in the review.

It publishes the job and collects the applications. On the visual board we scored 9/10, activating our test role, a junior full-stack developer position, queued it for free job boards within 24 hours and generated a public careers link we could share straight to social. On Tellent, formerly Recruitee, sign-up to a published live job took one sitting, with no credit card. That is step 1 of the Pipeline Test, and it is the step people underestimate: the ad and the application form are the same object as the pipeline, which is why applications stop arriving as loose email attachments.

It parses the CV into fields, then ranks against the job. This is where the AI layer sits in 2026, and it is worth being precise about what it does. On a real search for our junior full-stack role, Manatal returned 106 ranked matches and scored each against the job; the top two came back at 78% and 75%, each with a visible breakdown between required and preferred criteria. That breakdown is the part that matters: a score with its working shown is a score you can correct, and a bare number is one you cannot.

It moves records through stages, and remembers. All three ATS tools we have tested run a kanban pipeline. Tellent splits its board into qualified and disqualified with per-stage counts; Manatal keeps its AI scores inside the pipeline rather than in a separate report, so triage happens where the work happens. This is the plainest part of the software and the one that changes the job most: hiring becomes a board anyone on the team can read, rather than a state of mind in the head of whoever is running it.

It is also where the compliance duties live. The candidate record is what data-retention rules apply to, so step 2 of the test is where consent and deletion tooling has to sit. Breezy, for one, ships its GDPR tooling on every tier, the free one included; the same record is what integrations move into payroll or an HRIS once someone is hired, and Tellent lists more than 200 of those in its marketplace.

It does not do the follow-up for free. Worth knowing before you buy: Manatal will rank 106 candidates in seconds, then ask you to move up a tier, from Professional at $15 to Enterprise at $35 per user per month billed annually (in-app prices, June 2026), before it will automate a status change or a follow-up, and up two, to Enterprise Plus at $55, before it opens its API and Zapier app. Automation is a layer on the ATS, and on Manatal it is priced as one, which is exactly the distinction we draw between the system of record and the automation layer.

One scope note, because it is the kind of thing the vendor pages leave out. On Tellent we ran the pipeline with sample candidates we added ourselves, not live applicants, so we can vouch for how the pipeline handles records and not for parsing quality on real inbound CVs. Manatal’s parsing was tested on an English-language role only. Our full method is on how we test.

What an ATS is not

Four confusions come up constantly, and each one costs money when it survives to the purchase.

  • Not a job board. Indeed and LinkedIn are where the ad goes; the ATS is where the applications land and stay. Most ATS tools push to boards for you.
  • Not an HRIS. An ATS handles people before they are hired; an HRIS handles them after, with employee records, time off and documents. The handover between the two is a real seam, and one we walk through in the guide to choosing HR software.
  • Not a CV checker. The “ATS score” tools sold to job seekers are not applicant tracking systems, and their scores are not the ones recruiters see. Different product, different customer.
  • Not a recruitment CRM, though it may include one. A CRM manages relationships with people who have not applied, and with clients if you place candidates for them. Manatal bundles one, which is the agency-shaped feature most small-business tools skip.

What one costs

An ATS is priced in four shapes, and knowing which shape you are looking at matters more than the sticker. On published 2026 prices, from the pricing index we keep by vendor: free tiers that run a real role with a cap (Breezy’s Bootstrap allows one active position); per-user seats, $15 to $19 per recruiter per month on Manatal’s entry tier and $35 to $55 billed annually on the tiers that add automation; flat monthly plans that include unlimited users, $157 to $189 a month for Breezy’s Startup tier; and per-job-posting plans billed annually, $1,000 a year for JazzHR’s Hero plan (published price, July 2026).

The shape decides who is expensive. A per-seat tool is cheap for one recruiter and punishing for a team of six who all need to leave feedback; a flat plan is the reverse. A per-posting plan only makes sense if you hire in bursts. Count the people who need to log in and the roles you will open this year before comparing any two prices, because those two numbers, not the headline, determine what you actually pay. One warning from testing: the entry tier is often not where the automation lives, which is how a cheap plan becomes an expensive one at renewal.

When a small team actually needs one

In our experience the threshold is not headcount. It is the point where applications start falling through the cracks: a candidate who never got a reply, a CV nobody can find, two colleagues interviewing the same person unaware of each other. One open role run by one person rarely needs software. Two or three roles, or three or four people with opinions, usually does.

The cost of finding out is close to zero. Breezy’s free Bootstrap plan runs one active position end to end with unlimited users, resume parsing and 50-plus job boards, with one catch we hit in testing: a free account only reaches the last 30 days of candidate data. Tellent gave us an 18-day trial with no credit card in July 2026. How to choose one, briefly

Whichever route you take, apply the Pipeline Test to the demo rather than the feature list. Post a real job, apply to it yourself, move the record through two stages, and check that the trail of who-decided-what is visible to someone who was not there. A tool that makes those four moves comfortable is an ATS you can run; one that makes any of them a project is a tool you will end up working around. And if the ATS turns out to be one job among several, where hiring sits among the HR processes worth automating is the order to buy in.

Some suites do both, and the handover between them, turning a hired candidate into an employee record, is the seam worth checking before you buy either one.

Do I need an ATS for a small team?

Not automatically. Can an ATS reject my resume automatically?

This page is written for the teams running the software, but the honest answer for candidates is: in the tools we have run, rejection is a human clicking a stage, not the system deciding on its own. What the software does do is parse your CV into fields and rank or score candidates against the job, and a badly parsed CV can rank low before a person ever reads it. A simple single-column layout survives parsing better than a two-column design.
